After providing information concerning the topic by them, analysis of
issues and discussion by them the participants in the seminars get assistance
in arriving at decisions. After completion of discussions one sub committee is
constituted to prepare the resolutions. The criterion of selection of the
committee is that the members of the committee have either written a good
research paper on the topic or they have distinguishingly participated in the
discussion, or they have wide experience of issuing fatwa. If unanimous opinion
could not be achieved during discussion, the representatives holding both
opinions are included in the committee. Now this committee produces the
resolution in the General Assembly of the invitees of the seminars after more
discussion in view of points adduced in discussion and papers and sometimes a
few minor changes are introduced at this stage as well. The resolution passed
unanimously is mentioned unanimously. In case when the vast majority hold an
opinion and a very few persons hold contradictory opinion otherwise, the former
opinion is mentioned as the resolution with indication of another point of view
of the names of the persons holding the same. And if there are sufficient
numbers of the persons holding both the opinions both point of views are
equally mentioned indicating the different point of views and the distinguished
and significant personalities of both points of views are mentioned. The
resolutions produced in the seminars are published without any addition and
omission.
This is the cautious, just and
representative methodology of thought that is adopted for arriving at Shariah
rulings.
